Purpose and Scope
This summary report is intended to guide the City of Sterling in planning
future land use of flood-prone areas In the Sand Creek basln. Ttshould
also help the City to set priorities in mitigating flood and drain age
problems. TtincludesinforlTliltionontheseverityandextentofprobable
future floods. Thls report also contains maps del1neatlnq floodediJreas for
thel00-yearevent, and floodwater elevation profiles for the 5-, 10-,25-,
50-, 100-, and 500-yearcvents.

Authorizdtion

The comprehensive flood plain information report (Leaf and Resource
Consultants, Inc., 1983), which this report SUrll1l<Irizes, was authorized by the
ColoradO Water Conservation Board in joint sponsorship with the City of
Sterling, Colorado. The Board's po~er and duty is...
"... to devise and formulate methods, means, and plans for bringing
about the greater utilization of the.....aters of the stdteand the
prevention of flood damages therefrom and to designate and approve
storm or flood water runoff channels or basins, and to make such
designations available to legislative bodies or cities and incorp-
