If justi-
fied and if supported by the non-Federal sponsor, a project would be
recollllllended for project construction. The feasibility pha.. will under-
take a ISOre detailed examination of the recollllllended solution in thb
report and will alao evaluate the specific engineering, environmental,
and econo.ic effects of the preferred solution. The product of the feas-
ibility phase will be a "Detailed Project Report" (DPR) which will include
the appropriate environmental docWl8ntation for project approval and
construction.

STUDY P1l1J'OSE AIm OI.1ECTIVES

The purposes of this reconnaissance study were to ex..ine the flood
probln and evaluate various flood control _..ures. This includes esti-
..ting project costs, benefits, and other tapacts. A deteraination was
.ade of Federal and non-Federal interest in the potential solutions,
detailed planning, design, and construction of a recolmended project. A
.ore detailed examination of the flood control plana will be accomplished
within the feasibility phase of study. The reconnaissance study objec-
tives follow:

. Define the flood proble. and identify needs at Kalta,

. Identify a feasible solution for Corps' illple.entation under
current policy,

. DeteI1line whether or not the study should proceed to the feasibil-
ity phase (this includes identifying the Federal and non-Federal interest
through assessing the level of support and willingness of a local sponsor
to share the cost of the feasibility phase),

2
