Floods IIhlch o-e mOllD to have <br />caused substantial damages II1thin the Hille River basin in the vIcinIty of <br />Halta occurred in June 1906, AprIl 1907, AprIl 1912. AprIl 1917. Harch <br />1918, Harch 1939, Harch 1943, April 1952, April 1978, IUId most recently <br />In September 1986. The Hilk RIver and Its tributarIes beglUl flooding on <br />25 September 1986 after torrentIal dCNrlpours yielded 8 inches of rain In <br />18 hours In sOlDe areas. The flooding along the Hille River IUId its tribu- <br />taries caused In exc..s of $50 mill10n In estluted damages. The study <br />area, IIhlch is located at Halta, lias dIvIded Into three subere... Expec- <br />ted annual damages for the three subareas are estLDated to be $116,200. <br /> <br />In response to these flood problems, the Oluha DistrIct conducted <br />an inItIal assessment under the authorIty of Sectloa 205 of the Flood <br />Control Act of 1948, as lUIIended. An assessment of flood problems and <br />potentIal solutions lias ude to determIne IIhether addltlolUll studIes IIere <br />IIarrlUlted. The conclusIon lias that a levee altematlve may be an econom- <br />Ically feasible and technIcally vIable solution to the flood problems at <br />Halta and that further refln/lJl/ent and studIes IIere IIerranted. The studIes <br />are being conducted in two phases..a reconnaissance phase IUId a feasibil- <br />ity phase. Approval and funds "ere received to complete the recon- <br />ndssance phase. This is a fInal report presenting the results of the <br />reconnaIssance phase InvestIgatIon. <br /> <br />A range of possible solutIons to the Halta flooding problems was <br />eXlUlllned. The DIOSt favorable solution appears to be an earth-bermed levee <br />combIned wIth a floodWall whIch would provide 500-year protectIon for a <br />large portIon of Halta's business dIstrict and some residentIal neighbor- <br />hoods.
