The second is National Objective, which 18 oriented toward <br />the interest of the Nation as a whole. <br /> <br />STUDY AREA OBJECTIVE <br /> <br /> <br />Plan formulation was directed toward the evaluation and development <br /> <br /> <br />of nonstructural and structural alternatives that would accomplish the <br /> <br /> <br />following: <br /> <br />· Reduce the potential for loss of life and human suffering caused <br />by flooding along the Milk River, <br /> <br />. Provide as high a degree of flood protection as possible, <br /> <br />· Prevent future increases in damage potential and lIinillize the <br />impacts of residual flooding, and <br /> <br />. Minillize the need for relocation of hOlies and comaercial activ- <br />ities in Kalta. <br /> <br />NATIONAL OBJECTIVES <br />The national objective is to identify and implement flood damage <br />reduction plans which contribute to National Econollic Development (NED) <br />and which are consistent with the protection of the Nation's environment. <br />This is accomplished with the following: <br /> <br />· Identification of changes in the econollic value of the national <br />output of goods and services, and <br /> <br />· Measurement of changes in the environmental quality by identifying <br /> <br />nonmonetary effects on significant natural and cultural resources. <br /> <br />20 <br /> <br />I <br />
