<br />Plan formulation 18 the proce.. used to identify .pplicable flood
<br />control measures .nd to develop .lternative plans for ev.luation. The
<br />formulation of flood control alternatives will dellOnstrate support by both
<br />Federal and non-Feder.l p.rticipants. This section presents the planning
<br />objectives and. brief discussion of the measures considered that would
<br />meet these objectives. If economically fe.sible, environmentally .ccept-
<br />able, and technically viable, this will also include. preliminary flood
<br />control plan recommendation. Detailed refinements, IIOdific.tions, .nd
<br />special examinations are deferred until the feasibility phase of study.
