Flood damages included in the analysis are dam-

ages to structures and contents as well as external components including

utilities, roads, and cleanup costs. Flood plain land use infol'llation was

collected during a field trip in Kay 1987. All values are at December

1988 price levels.

STUDY ARl!AS
Within Kalta, three subareas have been identified which are suscep-
tible to flooding from the Kilk River. These are (1) the right-bank area
upstream from the railroad bridge, (2) the right-bank Trafton Park area
downstream to the city limits, and (3) the rural area on the left bank of
the river along the north edge of the city. The three subareas were
established to coincide with the hydraulic reaches. Refer to plate 1 for
the location of the subareas.

FLOOD PLAIN CHARACTERISTICS
Land use data were collected within the 500-year flood plain of the
Kilk River for each of the subareas. There are 321 residential and 96
commercial buildings located in the 500-year flood plain. The number of
buildings obtained from the land use survey and their values, including
content, mre shown in table 2. Values were estimated for each of the
buildings at current and local price levels. These values were based on
the structure type, construction ..terial, size, and condition for each
building.

The damage potential was investigated within each of the subareas
for the 10-, 50-, 100-, and 500-year flood events. Table 3 presents the
number of structures affected by the representative flood events. Average
flood depths within each subarea by flood event are shown in table 4.

16
