It was therefore
recommended that the peak discharges contained in Reference 6 be used on
the flood insurance study of Willow Creek (reference COM's letter to FEMA
and CWCB, dated June 4, 1980, in Appendix B). The peak discharges have
been summarized in Table 1.

A review of the COE hydrologic analysis of the Arkansas River at Lamar
contained in Reference 6 was also carried out during the flood insurance
study process. The COE utilized the methodology as outlined in
Reference 15, whereby stream gage data from the USGS gage station on the
Arkansas River at Lamar was analyzed to produce a frequency-discharge
relation for this reach of the Arkansas River. The methods and results
were reviewed by COM and compared to a similar gage station analysis with
four additional years of gage data. It was found that no large change in
flow rates result from supplementing the COE data, and that COM's results
fall within the 90 percent confidence limits, as shown in Figure 7. It was
therefore recommended that the peak discharges contained in Reference 6 be
utilized in the flood insurance study for the City of Lamar, Colorado
(refer to COM's letter to FEMA and CWCB dated June 4, 1980, in Appendix A).
These flow rates have also been summarized in Table 1.

City of Monte Vista, Colorado

The stream studied in the flood insurance study for Monte Vista, Colorado
was the Rio Grande River. An Army Corp of Engineers "Floodplain
Information Report, Rio Grande River, Monte Vista, Colorado," 1969
(Reference 3), was reviewed by COM for the applicability of the hydrologic

13
