<br />1. Dt'nned Terms. <br />Terms used h these Instructions 10 Bidders which are defined <br />in the Standard General Conditions of the Construction.Con. <br />tract. NSPE,ACEC Document 1910-8, CSI 56465 (1978 edi- <br />tions) have tt.e meanings assigned to them in the General Con~ <br />ditions. The term "Successful Bidder" means the lowest, <br />qualified, responsible Bidder to whom Owner (on the basis of <br />Owner's evaluation as hereinafter provided) makes an award. <br /> <br />2. Copits 0 r Bidding Documents. <br /> <br />2.1. Complele sets of the Bidding Documents in the num. <br />bel' and for the deposit sum, if any, stated in the Advertise. <br />men! or Invitation may be obtained from Engineer (unless <br />another issdng office is designated in the Advertisement or <br />Invitation t'J Bid). <br /> <br />2.2. Complele sets of Bidding Documents shall be used in <br />preparing Bids; neither Owner nor Engineer assume any re. <br />sponsibility for errors or misinterpretations resulting from <br />the use of incomplete sets of Bidding Documents. <br /> <br />2.3. Owner and Engineer in making copies of Bidding <br />Documents available on the above' terms do so only for the <br />purpose of obtaining Bids on the Work and do not confer a <br />license or grant for any other use. <br /> <br />3. Qualifications of Bidders. <br /> <br />To demonstn.te qualifications to perform the Work, each <br />Bidder must be prepared to submit within five days of Own. <br />er's request written evidence.of the types set forth in the Sup- <br />plementary CJnditions, such as financial data. previous expe- <br />rience and evidence of authority to conduct business in the <br />jurisdiction where the Project is located. Each Bid must con- <br />tain evidence of Bidder's qualification to do business in the <br />state where t~.e Project is located 01' covenant to obtain such <br />qualification prior to award of the contract. <br /> <br />4. E:uminalion of Contract Documents and Site. <br /> <br />4.1. Before submitting a Bid, eal:h Bidder must (a) exam. <br />ine the Contract Documents thoroughly. (b) visit the site to <br />familiarize himself with local conditions that may in any <br />manner affect cost, progress or p(~rformance of the Work, <br />(c) familiarize himself with federal. state and local laws, <br />ordinances, rules and regulalions that may in any manner <br />affect cost. progress or performance of the Work; and (d) <br />study and carefully correlate Bidde'r's observations with the <br />Contract Do:uments. <br />4.2. Reference is made to the Supplementary Conditions <br />for the idenlification of those reports of investigations and <br />tests of subsurface and latent physical conditions at the site <br />or otherwise affecting cost, progress or performance of the <br />Work which have been relied upon by Engineer in preparing <br />the Drawings and Specifications. Owner will make copies of <br />such reports available to any Biddc~r requesting them. These <br />reports are not guaranteed as to accuracy or completeness, <br />nor are they part of the Contract Documents. Before sub~ <br />mitling his Bid each Bidder will, at his own expense. make <br />such additional investigations and tests as the Bidder may <br />deem necessary to determine his Bid for performance of the <br />Work in accordance with the time. price and other terms and <br />conditions 0: the Contract Documents. <br /> <br />4.3. On request Owner will provide each Bidder access to <br />the site to ,;onduct such investigations and tests as each Bid- <br />der deerr:s necessary for submission of his Bid. <br />4.4. Replies <br />will be issued by Addenda mailed or detiv':red 10 all parties re- <br />corded by Engineer as having received the Bidding Docu- <br />ments. Ques~:ions received less than ten days prior to Ihe date <br />for opening of Bids will not be answered, Only questions an- <br />swered by formal written Addenda will be binding.
