<br />9. Navigation: <br />Navigation does not occur in the Snake River watershed. <br /> <br />10. Water Supply: <br />Water needs in the area are currently provided by wells and the Oro <br />Grande Ditch. The Base II Master Plan has recommended the <br />conversion to one supply entity through the :formation of a metropolitan <br />district. (See Appendi") This will result in an improvement over the <br />present situation which has resulted in a proliferation of individual <br />wells. Given minimum stream flow requirements and adjacent high <br />groundwater levels, the hydrologic system on which the wetlands <br />depend is not expected to be affected. <br /> <br />II. Recreation: <br /> <br /> <br />The wetland corridor will serve as public open space, available to the <br /> <br /> <br />general public year-round. Development of a periphery trail system is <br /> <br /> <br />consistent with Forest Service and County trail planning for public <br /> <br />access to streams. Fencing the boundary will protect the area from <br /> <br /> <br />indiscriminate use, yet allow public: enjoyment of it as an open natural <br /> <br />area. (See Part II Sect ion C) <br /> <br />12. Water Quality: <br />The water quality of the Snake River and its associated wetlands will be <br />protected by a number of measures under this permit. Developments <br />will meet standards for erosion control, revegetation and for treatment <br />of urban runoff. (See Part II Section B) This includes techniques for <br />maintaining water quality both during construction and on a long-term <br />basis. In addition, mitigative programs are included which improve <br />existing water qualitl' for the benefit of the entire valley through <br />treatment of acid mine drainage, (See Part i[ Section D) <br /> <br />13. Energy Needs: <br />Concentration of development adjacent to growth generators is <br />consistent with energ;y conservation objectives. The Base II Master <br />Plan designates a Village Core area with multiple use (residential and <br />commercial) and emphasizes pedestrian fa.c.ilities. Pedestria.n, bicycle <br /> <br />-9- <br />
