<br />1. Conservation: <br />Establishment of a wetland corridor will further the intent of the <br />conservation principle by making the stream and wetlands available to <br />the general public while protecting and preserving those areas which <br />are considered most valuable to the environment" <br /> <br />2. Economics: <br />Development of a community contiguous to a growth generator is sound <br />planning, and promotes the efficient extension of services and <br />infrastructure. It also creates a viable new community. Alternatives <br />to the adopted master plan such as a land exchange or dry land <br />development remove the essential services :from the center of activity <br />which increases the cost of providing services and utilities as well as <br />promoting noncontiguous strip development. (See Part I Section B) <br /> <br />3. Aesthetics: <br /> <br />Encouraging development which is sensitive to the natural setting has <br /> <br /> <br />been an element of any master plan for Base II since the adoption of the <br /> <br /> <br />Snake River Valley Guidelines in 1975. The present land use plan <br /> <br /> <br />recognizes the river and the wetlands as a valuable asset to the <br /> <br /> <br />community and proposes the enhancement and preservation of this asset <br /> <br /> <br />through creation of a wetland corridor along the river. Dedication of <br /> <br />the majority of this area is a part of this permit. (See Part II Section A) <br /> <br />4-. Environmental ConcerJ:~ <br />This proposal includes plans to upgrade significantly degraded wetland <br />areas and the Snake River Channel through E,ase II. (See Part II Section <br />C) The rehabilitative measures on Peru Creek and at the Roberts <br />Tailings provide opportunities to ameliorate past <br />environmentaldegradation in the valley. (See Part II Section D) It is <br />therefore highly probable that general environmental values can be <br />significantly enhanced over the present condition and protected from <br />future degradation. !'Jone of this will be possible except under this <br />permit. <br /> <br />-7- <br />
