ACE staff have also completed numerous Master Drainage Studies. A majority of these
investigations have been conducted on basins within Larimer and Weld Counties. These investigations
include detailed hydrologic evaluations, hydraulic evaluations and analyses, documentation of existing
flooding, development of stormwater management plans, and preparation of cost estimates for proposed
improvements.

Examples of ACE's experience with Master Drainage Studies hydrologic investigations includes:
Hydrologic, Hydraulic and Water Rights Analyses

Since its inception, ACE has specialized in projects involving the analysis of complex hydrologic
and hydraulic analyses and water rights investigations. Many studies have included flood frequency
determinations and flow duration analysis. The staff is experienced in methods of flood hydrology
analysis in urban, rural and mountainous regions including watershed modeling, statistical analysis of
gage data to synthesize design hydrology and other regional hydrologi,~ methods. ACE is extremely
familiar with complex methods and procedures established for analyzing hydrologic data including
extreme value analysis of gaging data to determine the impact of propose:d projects upon existing water
rights holders and flow availability.

ACE has either completed or has been involved in several projects related to flow availability and
an assessment of water rights. These projects often included a detailed hydrologic analysis (seasonal and
annual flow duration analysis, extreme value analysis, frequency analysis) followed by an investigation
of adjudicated water rights within the stream segment. Water budgets have been developed for some of
these projects to determine the historic movement of water for a given watershed/hasin. An example of
this work is the instream flow study of the North Platt(~ River and Douglas Creek in Wyoming. In
summary, ACE's corporate and individual experience in this area include:s the analysis of the following
