(ACE) is highly qualified to provide
engineering services in support of the CWCB Flood Doeumentation Project. ACE specializes in the
analysis, design and construction of water resources and drainage improvement projects; preparation of
master drainage plans; analysis, design and construction of channel stability and stream restoration
projects; and completion of floodplain mapping and management studies. Specific corporate experience
pertinent to the proposed project includes: (a) the preparation of Hazard Mitigation 404 Grant
Applications; (b) the preparation of floodplain management plans including the completion and submittal
of Conditional Letters of Map Revision (CLOMR); (c) completion of hydrologic updates and preparation
of master drainage plans, (d) the evaluation and mitigation of stormwater management problems, and (e)
evaluation, design and construction of both minor and major capital drainage improvement projects.

Especially pertinent to this project is our experience in Larimer and Weld Counties. This
experience includes the preparation of master drainage studies, numerous FEMA related projects (FISs,
CLOMRs, and LOMRs), numerous storm drainage studies, and hydraulic / hydrologic analyses. ACE
also completed a Hazard Mitigation 404 Grant Application fbr the City of Fort Collins following the 1997
flood of record which occurred on Spring Creek. This project involved the documentation of flood related
damages, meteorology, hydrology, and costs. ACE also assisted Laritm:r County in the preparation of
a separate Hazard Mitigation 404 Grant Application to show the benefits of implementing the West Vine
Drainage Floodplain Project.

In the paragraphs which follow, we summarize our experience in related fields of floodplain
investigations, master drainage plans and hydrology/hydraulic evaluations.

Floodplain Investigations and Master Drainage Plans

The staff of Anderson Consulting Engineers, Inc. has extensive experience in the execution of
flood insurance studies (FIS) for the delineation of hazard areas related to riverine flooding. During the
completion of these studies, the staff has become well acquainted with the technical specifications and
guidelines promulgated by FEMA. Furthermore, continuous coordination and consu ltation with local
community officials, FEMA staff and FEMA review contraetors are integral parts of this work.

ACE staff have been actively involved in several flood insuranc(: studies within FEMA Region
VIlI, particularly in Larimer and Weld Counties. This work has included tbe collection offield data and
hydrographic cross sections, development of flood hydrology and hydrologic modeling, hydraulic
modeling and development of flood profiles, delineation of floodplains and floodways, identification of
flood bazard areas and flood insurance risk zones, and the preparation of flood maps and drat! reports.

Examples of ACE's FEMA related project experience includes:

.
