<br />. Project engineer responsible for flood survey, soil (,rosion evaluation, and hydrologic analysis in
<br />the Laguna Canyon Flood Investigation, Orange County, CA. This project involved performing
<br />an investigation of two extensive flooding events in the Laguna Canyon basin.
<br />
<br />. Project Manager (1996-present) for the Union Pacific Railroad Hydrologic/Hydraulic
<br />Investigations, Western U.S. Mr. Bowen is responsible for management and technical
<br />corrections of all field data collection, hydrologic. analyses, hydraulic analyses, permitting, and
<br />reports for approximately 200 sites.

<br />. Site Manager and Engineer (1990-1995) for the hydTOlogic and hydraulic analysis of bridges and
<br />culverts being considered for replacement in the Union Pacific Railroad system. Work involved
<br />field surveying, computer analysis using I-fEC- I, HEC-2 (now HEC-RAS), and HY-8, and
<br />evaluation of alternatives. Performed analyses for over 300 sites in Louisiana, Texas, Arkansas,
<br />Nebraska, Colorado, Washington, Oregon, Idaho, Oklahoma, Utah, Nevada, Wyoming, Kansas,
<br />Iowa, California, Arizona, New Mexico, Illinois, Minnesota, and Wisconsin.

<br />Ms. Thompson specializes in water resources projects involving surface and groundwater
<br />modeling, water rights investigations, and hydrologic analyses. Her experience includes, water supply
<br />studies, surface water and groundwater hydrologic evaluations, and providing expert testimony. Selected
<br />examples of Ms. Thompson's experience which is directly related to the proposed CWCB project include:

<br />. 1993 Midwest Flood Investigation, Southern Pacdfic Railroad. Provided expert testimony in
<br />Pietro Culotta Grapes Ltd. Vs. Southern Pacific Transportation Company (Case No.
<br />CIV-S-95-215 WBS. Ms. Thompson was Project Engineer responsible for evaluation of the
<br />1993 Midwest Floods The work performed for this project involved gathering, reviewing, and
<br />summarizing meteorological, hydrologic and hydraulic data, and flood frequency information
<br />related to the 1993 Floods to support an Act of God Defense.

<br />. Reviewed flood inundation maps and flood stage data, and compared with rail line elevations to
<br />evaluate which rail lines were inundated. Tabulat.~ the Mississippi River stages, levee failures,
<br />and rail lines inundated and closed during the month of September 1993 for the area near Quincy,
<br />Illinois. Tabulated the Missouri River stages, and rail lines inundated and closed during the
<br />month of September 1993 for the area near Jefferson City, Missouri. Provided description and
<br />chronology of the major precipitation events and flood events from April 1993 through September
<br />1993. Prepared mapping of the impacted flood areas, locations of record river stages, and
<br />Missouri River profiles for trial purposes.

<br />. Platte River Water Conservation! Supply Study, Colorado, Wyoming, and Nebraska. Ms.
<br />Thompson was Project Engineer responsible for characterizing existing water supply systems and
<br />evaluating hydrologic effects, consumptive uses, and return flow patterns associated with each
<br />alternative. She was also responsible for developing a water budget model to translate the net
<br />hydrologic effects of an alternative downstream of the critical habitat. The project involves a
<br />study of the entire Platte River basin to identifY alternatives to supply 60,000 acre-feet of water
<br />to satisfy the requirements of the Three State/Department of Interior Cooperative Agreement on
<br />Endangered Species. Hydrologic impacts will be initially determined with a computer water
<br />budget developed in collaboration with representatives of the tlm~ states, two federal agencies,
<br />agricultural and municipal water users, and environmental inten'sts.
