On July 28, 1997 a severe flash flood occurred in Fort Collins, Colorado as a result of a
monsoonal moisture pattern that migrated from the south and was trapped against the foothills along the
western portion of the city. Fourteen and a half inches of rain fell in a 3 I-hour period with over 6 inches
occurring in 2 hours. The resulting flood
has been determined to be larger than a
500-year event. The flood claimed five
lives, damaged or destroyed 2,000
homes and businesses, swept four
railroad cars off the tracks, and
triggered a gas explosion.

Several solutions were
evaluated and an early warning system
was recommended. The recommended system consists of the hardware and software to assess potential
flooding within each stormwater basin; a comprehensive flood warning notitication system; training and
public awareness programs; disaster drills and responder training; and long-term maintenance of the
system. Cost estimates were developed and system cost effectiveness was evaluated, including estimates
of loss-of-life and property damages.
Anderson Consulting Engineers,
Inc. (ACE) was contracted by the City
of Fort Collins to prepare a Hazard
Mitigation 404 Grant Application to
document the need for an early warning
system for the City. To prepare this
document, ACE collected data from a
variety of sources including
meteorological data, streamflow data,
hydraulic information, mapping of
flooded areas, and estimated damages.
The document presented descriptions of
flooding problems. previous mitigation
efforts, inventories of flood hazards, and
evaluation of problem causes including
descriptions of meteorology, storm
sewer and street conveyance capacities,
drainage channel conveyance, irrigation
ditch spills, and blockages of culverts
and bridges.
