Fourteen and a half inches of rain fell in a 3 I-hour period with over 6 inches <br />occurring in 2 hours. The resulting flood <br />has been determined to be larger than a <br />500-year event. The flood claimed five <br />lives, damaged or destroyed 2,000 <br />homes and businesses, swept four <br />railroad cars off the tracks, and <br />triggered a gas explosion. <br /> <br />Several solutions were <br />evaluated and an early warning system <br />was recommended. The recommended system consists of the hardware and software to assess potential <br />flooding within each stormwater basin; a comprehensive flood warning notitication system; training and <br />public awareness programs; disaster drills and responder training; and long-term maintenance of the <br />system. Cost estimates were developed and system cost effectiveness was evaluated, including estimates <br />of loss-of-life and property damages. <br /> <br />[ <br /> <br />[ <br /> <br />g <br /> <br />r <br /> <br />r <br />L <br /> <br />Anderson Consulting Engineers, <br />Inc. (ACE) was contracted by the City <br />of Fort Collins to prepare a Hazard <br />Mitigation 404 Grant Application to <br />document the need for an early warning <br />system for the City.
