In addition, a municipality may, among <br />other powers, IIdeepen, widen, cover, wall, alter or change the <br />channel of watercourses.1I C.R.S. ~3l-l5-711 (1) (a). <br /> <br />b) <br /> <br />Public Improvements - Special <br />Districts in Municipalities. <br />31-25-501, 31-25-540. <br /> <br />Improvement <br />C.R.S. ~~ <br /> <br />The statute authorizes municipalities to <br />construct local improvements and assess the cost of the improve- <br />ments wholly or in part upon property specially benefited by such <br />improvements. By ordinance, a municipality may order construction <br />of district sewers for storm drainage in districts called storm <br />sewer districts. <br /> <br />c) Public Improvements - Improvement Districts <br />in Municipalities.. C.R.S. ~~3l-25-60l, <br />31-25-630. <br /> <br />The statute authorizes municipalities to <br />establish improvement districts as taxing units for the purpose <br />of constructing or installing public improvements. The organiza- <br />tion of districts is initiated by a petition filed by a majority <br />of registered electors of the municipality who own real or personal <br />property in the district. <br /> <br />d) Sewer and Water Systems - Municipalities. <br />C.R.S. ~~3l-35-40l, 31-35-417. <br /> <br />The statute authorizes municipalities to operate, <br />maintain, and finance water and sewage facilities for the benefit of <br />users within and without their territorial boundaries.
