Counties in Color~do have similar powers pursuant to C.R.S. <br />nO-20-402 (1). <br /> <br />E. Developer's Cost. <br /> <br />1. A county planninG commission or the board of adjust- <br />ment of any county m~y condition any portion of a zoning resolution, <br />or any amendments or exceptions thereto, upon "thE preservation, <br />improvement, or construction of any storm or floodwater runoff <br />channel designated and approved by the Colorado l-J;:;ter Conservation <br />Board." C.R.S. ~30-28-l11 (2). <br /> <br />2. Every Colorado county is required to have a planning <br />commission to develop, adopt and enforce subdivision regulations. <br />Amon,; the provisions that the board of county commissioners must <br />include in the county's regulations are those requiring developers <br />to submit: <br /> <br />"A plat and other documentation showing the <br />layout or plan of development, includin~ wh~re <br />a pplica b le, the. following informatio ~: ..." <br /> <br />"Estimated construction cost ann proposed method <br />of financinb of the streets and related facilities, <br />water distribution system, sewage collection system, <br />storm drainage facilities, and such other utilities <br />as may be required of the developer by the county; <br /> <br />. <br /> <br />Maps and plans for facilities to prevent storm <br />waters in excess of historic runotf, caused by <br />the proposed subdivision, from entering, damaging, <br />or being carried by conduits, water supply ditches <br />ard appurtenant structures, and other storm drainage <br />facilities;" <br />C.R.S. ~30-28-l33 (3) (c). <br /> <br />In addition, subdivision regul2tions must include provisions <br />governing: <br /> <br />"Standards an0 technical proced'.lres applicable to <br />storm drainage plans and related designs, in order <br />to ensure proper drainage ways, which may require, <br />in the opinion of the board of county commissioners, <br /> <br />(16) <br /> <br />. <br /> <br />1-15-80 <br />
