<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />47 <br /> <br />management problems will have been addressed, Additionally, the Town will <br />have adequate drainage outfall facilities to accOll1nodate the growth antici- <br />pated to occur in the Town. <br />Tab 1 e 15 presents the cos t by Phase. <br /> <br />Street Improvement Plan <br />The proper long-term functioning of a drainage system is heavily depen- <br />dent upon the control of sediments and debris which are available to enter the <br />system. In the Town of Ordway, streets with adequate wearing surfaces and/or <br />streets with curb and gutter are relatively few in number. This is par- <br />ticularly true on Railroad Avenue, 2nd, 3rd, 4th and 5th Streets, west of Main <br />Street, and on Lincoln, Otero, and Arkansas Avenues. As well as creating a <br />shallow flooding problem to residences along these streets, the disrepair of <br />street right-of-ways will send sediment into the closed conduits or open chan- <br />nels proposed herein, and cause a reduction of flow capacity, and an increased <br />ma i ntenance respons i bil i ty for the Town. A street system wi thout an adequate <br />storm inlet and conveyance system, will cause a more rapid deterioration of <br />roadways, compared to a street with adequate surface drainage. Conversely, a <br />storTlltlater system draining a street system without an erosion resistant <br />wearing surface, can substantially increase the annual cost of the stormwater <br />management facilities. <br />Accordingly, the following recommendations have been developed to enhance <br />the successful implementation of the stormwater management system: <br /> <br />1. The construction of storm sewers within the Central Basin should be coor- <br />dinated to the greatest extent possible with a street improvement pro- <br />jects for Railroad, Arkansas, Otero, Lincoln, and Colorado Avenues. <br /> <br />2. Street improvements should include installation of curb and gutters, <br />minor adjustments of street and intersection grades, and driveway cuts. <br /> <br />3. The "Street and Storm Drainage Design Criteria Manual" should be adopted <br />by ordinance. New developments must adhere to the criteria when laying <br />out a subdivision or commercial property. Conformance to this manual <br />will insure that future development does not create a long-term capital <br />improvement and maintenance liability for the residents of Ordway, <br /> <br />4. In applying for State or Federal financial assistance to fund the impro- <br />vements identified herein, costs for only the storm drainage improvements <br />should be considered when developing the funding request cost estimate, <br />and paving projects funded separately. <br />
