<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />46 <br /> <br />Phasing Df Construction <br />The time schedule for implementation of the Town's storllltolater management <br />wi 11 be prima rily dependent upon the rate of growth in Ordway, and the fi nan- <br />cia 1 condi ti on of the Town as growth strai ns other budgets. The Town has <br />experienced a recurring flooding problem in the Central Basin, which will not <br />be solved unless future development flows are diverted away from the do~mtown <br />areas, and a storm system to convey water to the City Park box culvert is <br />constructed. We would, therefore, recommend that the first phase of construc- <br />tion focus on the installation of the Railroad Avenue System, Much of this <br />work can be completed by Town forces, which may help the Town when applying <br />for block grant funding or economic development grants. The total cost of the <br />Central System is estimated at $416,800 for the piped system, and approxima- <br />tely $348,000 for a concrete channel system (assuming reinforced concrete pipe <br />is used). <br />Development of the systems proposed for the East and West Flow Paths will <br />be dependent upon the deve 1 opment of properti es tri butary to the systems. <br />Currently Ordway West is proposing single-family construction, and already has <br />a series of new streets in pl ace on the property. Similarly, the property <br />north of Ordway West has rough cut streets. Within the East Flow Path, the <br />RGF property is currently developing plans to construct multi-family units, <br />and development planning is undero'/ay. For these reasons, it is recol1111ended <br />that the second phase of construction of the storm drainage system be the <br />systems servi ng those three proposed developments. Constructi on of these <br />segments will advance the diversion concept, and also help to solve an <br />existing poor drainage conditions adjacent to the Nursing Horoo. <br />Phase 3 is recol1111ended to be the regrading of the Town of Ordway Ditch, <br />and the construction of the box culvert under the railroad at Colorado Highway <br />71. The construction of the box culvert will effectively eliminate the <br />shallow flooding which would occur along Railroad Avenue. Once the box has <br />been built, discussions should begin with the property owners, and County, <br />concerning the outfall channel for the East Flow Path to Lake Meredith. <br />Construction of this box will substantially eliminate all of the floodplain <br />shown on the Town of Ordway Flood Hazard Boundary Map (FHBM). <br />Later phases must be advanced as development proceeds.
