The Board has made an effort to accommodate the many requests that it has
received. Many of these requests are for the usage of the CWCB ROW lands.

At the Board's November 6, 1995 meeting, the Board approved a procedure for the
issuance of easements. Over the past two years, the staff has presented a number of
easement requests to the Board. Recently, applicants have complained that they have a
difficult time locating the Board's ROW limits and markers due to poor identification
information. The Board staff has made it a requirement that a parcel plot plan be
submitted with the easement request. The Board's easement fee is based on the area of
the easement in square feet. Therefore, it is necessary to accurately determine the ROW
limits and the square footage of the requested easement.

Staff Request

To better service the easement requests and document the easements granted, the staff
finds that it is necessary to redefine and re-monument the CWCB project ROW limits and
markers. The Project right-of-way parcel map dated November 26, 1990 needs to be
checked and the coordinates need to be established for all the ROW markers. The ROW
markers are located every 500 feet along the ROW limits. The staff estimates that
twenty-five percent (25%) of the markers have been destroyed. The staff requests
authorization to spend an amount not to exceed twenty-five thousand dollars ($25,000)
for a re-survey and check of the Project right-of-way parcel map. The funding for this
request would be allocated from the unspent project dollars. The project account has
unencumbered funds in the amount of seven hundred sixteen thousand dollars
($716,000).
