Following a disaster declaration, DODES <br />coordinates the formulation of an agreement between involved <br />entitites which specifies the prep.~.ration of a mitigation plan. <br /> <br />In the case of the Big Thompson <br />process described above involved an ad <br />DODES learned during thatel:perience <br />which are now used regularly. <br /> <br />f1 ood of 1 9 7 6 , <br />hoc approach. <br />and developed <br /> <br />the entire <br />In effect, <br />procedures <br /> <br />DODES acts as the conduit: for emergency assistance to local <br />governments from the Governor's OJ:fice. nODES will go through <br />the following steps in the event of a request for ass istance. <br /> <br />(1) Assess damages and local efforts made to repair the <br />damages. They will revi,~w the analysis by the Depart- <br />ment of Local Affairs, Division of Local Government, of <br />the capacity of the local government to pay to repair <br />the damages. <br /> <br />(2) Make a recommendation to the Governor on funding. This <br />funding will be limited strictly t.o emergency repairs. <br /> <br />( 3) Process a state-local agreement so the money can be <br />sent to the local government. <br /> <br />(4) Perform an on-site emer'lency survey to see what has <br />been and is being done to address the local problem. <br /> <br />An example of aid provided after a flood damaged public <br />facilities occurred in Loveland. A sewer line was broken by <br />flooding on the Big Thompson River" The City of Loveland did not <br />belong to the National Flood Insurance Program and at that time <br />had not progressed very far toward qualifying for or seeking to <br />join the program. DODES could not: withhold aid, but they could <br />consider that aid and Loveland I s subsequent act ion or inact ion <br />if a future damaging flood occun:ed and Loveland again sought <br />state assistance. In other words, there may not: be restrict ions <br />placed on aid the first tim'~ it is provided, but subsequent <br />requests for aid may be viewed differently. <br /> <br />The means by which DODES encourages or requires local gov- <br />ernments to improve their floojplai.n management programs include: <br /> <br />(1) Federal pass~through funding <br /> <br />(2) State funding to help local governments recover from a <br />State-declared disaster. <br /> <br />(3) State st~tutes that J:eqlllire local emergency prepared- <br />ness plaris. <br /> <br />61 <br />
