<br />When developments are proposed, Land Board staff reviews <br />them in their office. However, the detailed review for subdivi- <br />sion and zoning compliance is left to the local jurisdiction. <br />Because performance standards and review capabilities vary so <br />much throughout the state, it is difficult to guarantee any <br />degree of uniformity with respect to floodplain management. <br /> <br />Besides being concerned about floodplains affecting homes <br />and other buildings, such as would be the case if the abandoned <br />Lowry Air Bombing Range were developed, the Land Board is <br />concerned about bridges and assuring that they are adequately <br />designed. An example is some State land near the Dowd Junction <br />(close to vail) on the Eagle River. To develop the land as pro- <br />posed, a bridge had to cross the Eagle River and floodplain <br />information from the Water Conservation Board was used to assist <br />in the des ign. <br /> <br />2.5.8 Division of Disaster Emergency Services <br /> <br />The role of the Division of Disaster Emergency Services <br />(DODES) addresses four basic aspects of disaster activity: <br /> <br />( 1) Mitigation <br /> <br />(2) preparedness <br /> <br />(3) Response <br /> <br />(4) Recovery <br /> <br />DODES is responsible for coordinating the work of other <br />state agencies in these four areas. Statutory authorities are <br />less strong in the area of mitigation than in the other three <br />areas. These authorities have been strengthened in recent years <br />through Executive Orders. However, it is important to understand <br />that the authorities are to coordinate the work of other <br />agencies. The Division has prepared the Colorado Natural <br />Disaster Emergency Operation Plan which details response activi- <br />ties of State agencies during emergencies. <br /> <br />By Executive Order , DODES has responsibility to oversee the <br />preparedness and emergency planning work of local governments. <br />DODES also reviews the preparedness plans of local governments to <br />see how well they address local potential hazards. <br /> <br />Once the threat of a specific flood is known, DODES begins <br />work on that flood. First the local preparedness plan is <br />evaluated. Next the means for providing help is reviewed. Fol- <br />lowing that is the coordination of work during and immediately <br />after the flood, including establishing and operating a communi- <br />cations network. After the flood, DODES tries to determine what <br />happened and why it happened, and to take steps to assure that it <br /> <br />60 <br />
