<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SEmOITHREE Anected Environments and Environmental Consequences <br /> <br />3.13 CUMULATIVE IMPACTS <br /> <br />Cumulative impact is defined as "the impact on the environment which results from the <br />incremental impact of the action when added to other past, present, and reasonably foreseeable <br />future actions". Cumulative effects are not wholly different effects from direct or indirect effects <br />of an action. Cumulative effects are merely a way of placing seemingly isolated or insignificant <br />direct and indirect effects in context with respect to overall impacts, both over time and in an <br />area larger than that evaluated for direct and indirect effects. Cumulative effects are discussed in <br />terms of being additive, synergistic, or reductional. <br /> <br />No other projects have been recently completed, are ongoing, or are planned in Logan County. <br />Therefore, a cumulative impacts assessment is not applicable for this EA. <br /> <br />3.14 COORDINATION AND PERMITS <br /> <br />Coordination was conducted with the following federal, state, and local agencies during the <br />preparation of this EA. Any additional coordination or permits if required prior to <br />implementation of an alternative are also identified. <br /> <br />United States Fish and Wildlife Service <br /> <br />No federally listed threatened or endangered species or species proposed for federal listing <br />would be adversely affected by the proposed project. Therefore, no additional coordination <br />required. <br /> <br />United States Army Corps of Engineers <br /> <br />Alternatives 2 and 3 would require a 404 Permit. The City of Sterling has applied to the USACE <br />for a 404 permit for Alternative 2, and the USACE published a public notice on February 5, <br />2002. Sterling has also proposed a 1 to I mitigation of the 0.5 acre of wetlands that would be <br />impacted by Alternative 2. The 404 B-1 criteria of avoidance and/or minimization of impacts <br />on wetlands must be demonstrated before the USACE will issue a 404 Permit. The USACE, in <br />consultation with the Colorado Department of Public Health and the Environment, would also be <br />responsible for 40 I Certification prior to issuing the 404 Permit. <br /> <br />Colorado State Historical Society <br /> <br />The project area has been surveyed and there would be no adverse effect on cultural resources <br />that are listed on or are eligible for the NRHP. <br /> <br />In the event that cultural resources are encountered during construction, activities would stop and <br />the SHPO and FEMA's Region VIII Environmental Officer would be contacted. Construction <br />would not resume until appropriate coordination and required mitigation had been completed. <br /> <br />3-20 <br />
