<br />any storm or floodwater runoff channel or basin only after designation and approval by the <br />Colorado Water Conservation Board; and <br /> <br />COMPLIANCE WITH CWCR TECHNICAL STANDARDS <br /> <br />WHEREAS, the approximate floodplain information shown on said map dated September <br />19, 1975 in the Town of Keenesburg is not consistent with the requirements for approximate <br />floodplain information listed under the Board's "Rules and Regulations for the Designation and <br />Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408- <br />I); and <br /> <br />WHEREAS, the Colorado Water Conservation Board and the Town of Keenesburg <br />recognize that there are local stormwater drainage problems within specific geographic areas of the <br />community, but that these drainage problems are a result of inadequate conveyance facilities that <br />carry flood runoff water from watershed areas that are less than I square mile in size; and <br /> <br />WHEREAS, the flooding problems within the Town of Keenesburg are due to small <br />tributary flooding sources that can be appropriately dealt with through local actions, regulations, <br />and future stormwater capacity improvement; and <br /> <br />WHEREAS, Keenesburg officials have requested, by letter dated August 19, 1998, that <br />said map remain rescinded and that the FEMA designation of "No Special Flood Hazard Area" for <br />the Town ofKeenesburg remain in effect as is. <br /> <br />DESIGNATION AND APPROVAL ACTION <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in La Junta, Colorado, this 21 st day of September 1998, that it does <br />hereby recognize that there are local storm drainage problems within the community of Keenesburg <br />and agrees with FEMA's previous determination that there are "No Special Flood Hazard Areas" <br />within the community for the purposes of federal regulation and the National Flood Insurance <br />Program, and does hereby recommend to the community that prudent land use decisions, <br />regulations, planning, and stormwater capacity improvements be implemented at the local level; <br />and <br /> <br />BE IT FURTHER RESOLVED that the Colorado Water Conservation Board, after careful <br />review, has chosen to not designate as approximate floodplain information the storm or floodwater <br />runoff channels or basins within the Town of Keenesburg described by approximate information on <br />said map dated September 19, 1975; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a <br />certified copy of this resolution to the Town of Keenesburg; the Board of County Commissioners <br /> <br />2 <br />
