Funds would support land <br />acquisition, the new site and <br />construction of the new facility. <br />The overall project must be cost <br />effective. <br />Alternate Projects: - An appli- <br />cant from a Presidentially de- <br />clared major disaster may re- <br />quest through the state that <br />FEMA approve an alternate pro- <br />ject An a~ernate project may be <br />appropriate if the restoration of a <br />public facility is no longer in the <br />best interest of the public. Alter- <br />nate project funds may be used <br />to: 1) repair or expand selected <br />public facilities; 2) construct new <br />faciiities; 3) purchase capital <br />equipment; or 4) fund hazard <br />mitigation. Altemate projects are <br />limited to 90% of the estimated <br />eligible repair costs of the origi- <br />nal Damage Survey Report. <br />Type of assistance: Grant <br />Amount available: Varies <br /> <br />Who qualifies: State agencies, local govern- <br />ments, Native American tribes <br />and certain non-profits Agencies <br />and non-profrt organizations re- <br />ceiving disaster assistance for <br />restoring public facilities <br />Application: Projects should be identified dur- <br />ing damage assessment and <br />identified on a Damage Survey <br />Report (DSR). After the flood, <br />FEMA will hold a meeting to ex- <br />plain the procedures and hand <br />out application forms. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />~rd MitiGation Grant ProGram fHMGP or <br /> <br /> <br />Administered by: Colorado Office of Emergency <br />Management (OEM), 273-1622 <br />and Hazard Mitigation Officer at <br />FEMA's Disaster Field Office <br /> <br />Purpose: To assist states and local gov- <br />ernments to implement cost- <br />effective measures that will re- <br />duce future disaster damage. <br />Examples of eligible projects in- <br />clude acquisition of f100dprone <br />properties and reversion to open <br />space, elevation of floodprone <br />buildings, minor drainage im- <br />provement projects, and <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br />I <br /> <br />retrofitting buildings for wind re- <br />sistance. <br />Type of assistance: Grants <br />Amount available: Cost-sharing of up to 75% fed- <br />eral, and at least 25% non- <br />federal. <br />Who qualifies: States, local governments, Na- <br />tive American Tribes, and private <br />non-profit organizations. Appli- <br />cant must be a participant in the <br />National Flood Insurance pro- <br />gram (for flood disasters). Eligi- <br />ble applicants must be located in <br />a county declared a disaster by <br />the president (in Colorado during <br />1997 all counties were eligible). <br />Application: The community applies to the <br />state and establishes its own <br />procedures for disbursing the <br />funds <br />Flood Mitiaation Assinanee IFMAI Proaram <br /> <br />Funded by: Federal Emergency Manage- <br />ment Agency <br /> <br />Administered by: Colorado Water Conservation <br />Board <br /> <br />Type of Asslstanee:75% federal 25%(state or local) <br />grant funding <br /> <br />Purpose: Develop local pre-disaster flood <br />mrtigation plans and Implement <br />mitigation measures identified <br />in the plans.
