<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1.0 Introduction <br /> <br />, <br /> <br />The Upper Yampa Water Conservancy District <br />completed construction of Stagecoach dam in 1988. <br />of its purposes is the generation of hydroelectric <br /> <br />One <br />power. <br /> <br />Section 12.20(a) of the Federal Energy Regulatory <br />Commission (FERC) regulations requires that every <br />applicant for a license for hydropower generation must <br />develop and file an Emergency Action Plan (EAP) with <br />the Regional Director unless granted a written <br />exemption. An important element of such a plan is <br />the preparation of dam failure inundation maps which <br />are required for all high and significant hazard dams. <br /> <br />The purpose of this report is to document the <br />investigation on the extent of flooding that would <br />result should the dam fail for some reason. This is <br />not intended to reflect upon the integrity of the dam. <br /> <br />The flood boundaries, depths, and travel times shown <br />in this report will be essential in developing an <br />effective Emergency Action Plan for use by local <br />governments in the area. The potentially impacted <br />, communities are listed below: <br /> <br />City of Steamboat Springs <br /> <br />Routt County - including the unincorporated <br />areas of Milner and Mt. Harris <br /> <br />Town of Hayden <br /> <br />City of Craig <br /> <br />Moffat County <br /> <br />including the unincorporated <br />areas of Juniper Hot Springs. <br />Maybell, and Sunbeam <br /> <br />This revised analysis incorporates review comments <br />on the Emergency Action Plan made by FERC in a letter <br />dated November 30, 1988 concerning the assumed size of <br />the breach in Stagecoach dam. <br />
