In problems concerned with th~ planning ane management
of development in theryrood plain of Fountain Creek, the possible
future occurren~e of floods of the size of the Intermetiate Re-
gional Flood and the Standard Project Flood should be considered.
The report contains maps, profiles, and crass sections
which indicate the extent of flooding that may occur on Fountain
Creek in the vicinity of Pueblo. This should prove helpful in
planning wise use of the flood plains. Fro~ the maps, profiles,
and cross sections, the depth of probable flooding by the Inter-
mediate Regional or Standard Project Flood at any location may be
estimated. With this information, floor levels for buildings may
be planned high enough to avoid flood damage or, if at lower ele-
vations, with recognition of the chance and hazards of flooding
that are being taken.
The report does not include plans for the solution of
flood problems. Rather, it is intended to provide the basis for
further study and planning on the part of the city of Pueblo and
the Pueblo Regional Planning Commission. In ,developing local
planning programs, consideration should be given to providing in-
structions for disaster operations, controlling developments in
the flood plain through zoning and subdivision regulations, and
including appropriate structural adaptations in building codes.
The combining of nonstructural control measures with construction
of flood protection works generally constitutes the most effective
approach to flood loss management.
The Albuquerque District of the Corps of Engineers
will, upon request, assist Federal, State, and local agencies
in the interpretation and use of the information contained herein,
and will provide other available flood data related thereto.

ii
