INTRoDUCTI ON

This report relates to the flood situation along

Fountain Creek in the vicinity of Pueblo, Colorado. It was pre-

pared at the request of the Pueblo Regional Planning Commission

through the Colorado Water Conservation Board. Data are included

to aid in solving local flood problems and in determining the

best use of land subject to overflow. The report is based upon

information on rainfall, runoff, historical flood records, ex-

isting concentrations of development, stream conditions, and

other hydrological factors which bear upon the occurrence and

size of floods in the Pueblo area. New developmen~, land use

changes, bridges across the river, and channel altBrations in-

cluding construction of reservoirs are a few of the factors

which would affect the amount of runoff reaching the stream and

its capacity to convey the floodflows. Expansion of developments

in large areas of the Fountain Creek watershed or construction

of water control structures may alter hydrological conditions

sufficiently to warrant future reviews and possibls amendment

of this report.

The report covers two significant phases of the Pueblo

flood problem. First, it brings together available records of

the largest known floods of the past in the vicinity of Pueblo.

Secondly, it treats of probable future floods: namely, Intermediate

Regional Floods and Standard Project Floods. Intermediate Regional

Floods have an average frequency of occurrence in the order of

once in 100 years. They are determined from an analysis of known

floods on the Fountain Creek watershed and other streams in the

same general geographical region whi.ch have similar physical

characteristics. Standard Project Floods are floods Df rare

occurrence and, on most streams, are considerably larger than

any floods that have occurred in the past. However, they should

be considered in planning for use of the flood plains.

i
