"Flood conscious" governmental policies that limit the <br />extension of public roads, utilities, and other services into flood <br />prone areas can play an important Indirect role in shaping overall <br />development. Private development often follows the extension of <br />public services. By locating public facilities away fram flood prone <br />, <br />areas, a SOft-sell negative influence is projected whiCh encourages <br />the occupancy Of higher and safer ground. In the area of finance, <br />lending institutions, beth Federal and private, Can influence flood <br />plain development by withhOlding mort~age guarantees or other funding <br />from those who contemplate projects that will intensify known flood <br />problema. <br />26. IMPLEMENTATION OP NONSTRUCTURAL MEASURES.- Since most of <br />the study ~rea's flood plains are sparsely populated and still rela- <br />tively undeveloped, the implementation of realistic nonstructur~l <br />flood damage reduction measures by concerned local governments can <br />now realize maximum benefits: Existing and planned structural flood <br />protection in many stream reaches, and the n&@d for knowledgeable <br />flood plain management becomes of paramount iMportance in these <br />localities. In many urban areas, nonstructural measures should <br />supplement the protection provided by existing or proposed reser- <br />voire, levcee, and channel works, in oth~~ ~reas, a comprehenslve <br />flood plain ID4nagement prOgram must be developed to stand as the <br />principal means of defending against flood ravages.
