<br />. <br /> <br />The identification of floodplains in a community begins with <br />acknowledging a flooding ?roblem and then describing the charac- <br />teristics of the problem. It is after the completion of the <br />identification process that the community can formulate strate- <br />gies to deal with those identified floodplain problems. <br /> <br />The benefits of this. process are: <br /> <br />A. <br /> <br />Acknowledging the Existence of the Hazard <br /> <br />. <br /> <br />The extent of a commun i ty I S drainage and flooding problems <br />can be ascertained through good documentation of historical <br />flood events or a flood hazard analysis. <br /> <br />-8- <br /> <br /> <br />B. <br /> <br />Quantifying the Flood Characteristics <br /> <br />The hydrologic (volume) and hydraulics (depth) parameters of <br />each flood problem can be quantified through engineering <br />principles and 9rocedures. A flood study--Floodplain Infor- <br />mation or Master Drainage Planning--is a means of providing <br />community officials with information to describe flooding <br />and drainage problems. Officials will know how high the <br />water might rise, which structures and dwellings might be <br />flooded, and which areas would be safe. <br /> <br />. <br />
