<br />WHEREAS, the U.S. Army Corps of Engineers, Sacramento
<br />District, at the request of the City of Rifle and Garfield
<br />County, completed in April 1973 "Floodplain Information Report,
<br />Colorado River, Rifle, Government and Hubbard Gulch Creeks": and
<br />
<br />WHEREAS, the U.S. Army Corps of Engineers, Sacramento
<br />District, at the request of the Garfield County Board of County
<br />Commissioners, completed in December 1977 "Flood Insurance Study,
<br />Unincorporated Areas, Garfield County, Colorado, Colorado and
<br />Roaring Forks Rivers and Alkali and Cattle Creeks"; and
<br />
<br />WHEREAS, the Colorado Water Conservaion Board, as requested
<br />by the Garfield County Board of County Commissioners, by
<br />Resolution Nos. 22 and 87, adopted July 11, 1973, and November
<br />15, 1978, respectively, approved and designated the floodplains
<br />described in said reports: and
<br />
<br />WHEREAS, a new report entitled "Flood Insurance Study,
<br />Unincorporated Areas, Garfield County, Colorado, Colorado,
<br />Roaring Fork and Crystal Rivers and Cattle, Fourmile, Threemile,
<br />Mitchell, Alkali, Government, Rifle and Rifle Splitflow Creeks
<br />and Hubbard, Helmer and Ramsey Gulches," dated January 3, 1986,
<br />has been prepared by Simons & Li Associates, Inc., under contract
<br />with the Federal Emergency Management Agency; and
<br />
<br />WHEREAS, said new report
<br />floodplain data and information
<br />runoff channels or basins
<br />
<br />describes and outlines the
<br />for the storm and floodwater
<br />of the study area; and
<br />
<br />WHEREAS, the Garfield County Board of County Commissioners
<br />has requested the Colorado Water Conservation Board to designate
<br />and approve the floodplain areas as set forth in the aforesaid
<br />new report; and
<br />
<br />WHEREAS,
<br />requires the
<br />prevention of
<br />
<br />Section 37-60-106( 1), Colorado Revised Statutes,
<br />Colorado Water Conservation Board to assist in the
<br />floods and flood damages therefrom; and
<br />
<br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised
<br />Statutes, provide that such legislative bodies of local
<br />jurisdictions may provide zoning regulations for land uses on or
<br />along any Btorm or floodwater runoff channel or basin'only after
<br />designation and approval by the Colorado Water Conservation
<br />Board; and
