<br />A benefit:cost analysis waS completed for each of the select~d
<br />alternatives. This analysis considered both the benefit'cost ratios
<br />and the net benefits (benefits minus costs) of each improvement and
<br />other benefits that could not be quantified.
<br />
<br />This econo~ic analysis assumed a 50-year project life for drainage
<br />facilities. A financial lending r(lte of 6 - 7/8% was used, and benefits
<br />and damages were compared according to their present worth.
<br />
<br />The three stream reaches chosen for benefit, cost evaluations in this
<br />study were selected based upon the corporate boundaries between the
<br />City of Fort collins and Larimer County as described earlier (Sheet 1).
<br />As the study progressed, however, the improvements selected in Reaches
<br />A and B were found to be largely interdependent and should be considered
<br />as one improvement project. Therefore, the improvements and the costs
<br />of improvements for Reaches A and B were treated as one continuous
<br />reach--Reach A/B.

<br />The project benefits or the reduction in flood damages associated with
<br />each reach. could be readily identified and,_therefore, are presented
<br />separately for Roaches A and B. This information shows the benefits
<br />of an improvement project in Reaches A and B that can be reali~ed by
<br />the City of Fort Collins and those reali2;ed by Larimer COlmty. This
<br />information should be evaluated in the event that a joint funding
<br />project is considered.

<br />The cost information presented in this report is based upon construction
<br />quantities estimated fro~ a preliminary design of facilities. This
<br />cost estimate should not be used to allocate funding for design and
<br />construction of tho~o facilities.
