<br />EFFECTS OF THE SELErTElJ PLAN <br /> <br />ARCHAEOLOGICAL SITES <br /> <br />During the Spring of 1974, the Museum Technology/Anthropology <br />Department of Trinidad State Junior College conducted ,8 survey of the <br />archaeological reaources in the areas to be occupied by the local <br />flood protection project. The recommendation of the survey is: <br />"Becausc of the paucity of artifacts and the evident absence of any <br />archaeological features on or near the surface, it is recommended <br />that no furthcr archaeological work be undertaken in the vicini ty <br />of the Holly flood protection project." The complete "Site Survey" <br />is presented in Appendix 7 entitled "Archaeological Site Survey." <br /> <br />Should artifacts be uncovered by construction procedures, proper <br />authorities will be notified ao that the aite and items discovered can <br />be evaluated. <br /> <br />ENVIROmlENTAL EFFECTS <br /> <br />The environmental assessment indicates thst the proposed project <br />will eliminate a serious public health hazard, reducc potential pol- <br />,lution sources, and protect human life. It will not lcad to the relo- <br />cation of any residents, nor produce a discernible change in local life <br />patterns. <br /> <br />The proposed action will not impact upon any national park, wild- <br />life refuge, or migration 'route, nor will it adversely affect any rare <br />or endangered plant or animal species. Aesthetic alterations will <br />accrue to this construction; however, these impacts are no more unac- <br />ceptable than the periodic visual degradations produced by floodwater, <br />mud, gravel, and silt on natural as well as nwn-made resources. <br /> <br />Since the environmental effects of the proposed project will not <br />significantly affect the quality of the human environment but will, <br />in fact, become an environmental asset to residents of the community, <br />it was determined that an environmental impact statement is not re- <br />quired.This conclusion was presented to 18 agencies and public groups <br />by a declaration signed by the Albuquerque District Engineer on 18 June <br />1974. This declaration and the list of recipients is shown in Appendix <br />8. <br /> <br />Respondents to the above declaration included the Board of County <br />Commissioners, Prowers County; the Colorado Division of Wildlife; the <br />State His torical Society of Colorado; and the Uni ted States Depart- <br />ment of the Interior, Fish amI Wildlife Service. In general, these <br />agencies stated that if the proposed construction is accomplished in <br />a conscientious manner, an environmental statement wiUnot be re- <br />quired. Allhough the Fish and Wildlife's expressed concern of not <br />having a basin wide environmental assessment has merit, accomplishment <br /> <br />21 <br />
