<br />" <br /> <br />\. <br /> <br />Economic Criteria <br /> <br />TIle economic criteria applied in formulating a plan were as <br />followA: <br /> <br />a. Tan!;ible benefits exceed project economic costs. <br /> <br />b. Each separable unit or purpose provide benefits at least <br />equal to its cos ts . <br /> <br />c. The scope of development is such as to provide the maximum <br />net benefits unless intangibles or other consideration dictate a project <br />which would foreeo some of the net benefits. <br /> <br />d. There is no more economical means, evaluated on a compar- <br />able basis, of accomplishing the Same purpose or purposes which would <br />be precluded from development if the plan were undertaken. This limi- <br />tation is only for alternatives that would be physically displaced or <br />economically precluded from development if the project were undertaken. <br /> <br />Benefits and costs are expressed in comparable quantitative eco- <br />nomic terms to the fullest extent possible. Costs of the alternatives <br />are based on price levels prevailing at the time of analysis with annual <br />costs based on a 50-yr. amortization and an interest rate of 6-3/8 <br />percent. <br /> <br />Environmentnl and Other Criteria <br /> <br />The following environmental criteria and intangibles were considered <br />in formulatine a plan: <br /> <br />a. Public health, safety and social well being, including <br />possible loss of life. <br /> <br />b. Avoidance, where possible, of detrimental environmental <br />effects and inclusion of feasible mitigating features for sucb effects <br />found unavoidable. <br /> <br />c.
