<br />Recreation opportunities in the immediate area of !lolly are limited <br />due to extensive agriculture developments and the lack of good quality <br />natural water areas and lakes with inviolate recreation pools. <br /> <br />Dense growth of preatophytes consisting of cottonwoods, willows, <br />and salt cedar infests the Arkansas River valley at !lolly. Due to the <br />dense foliage of the salt cedar, it is one of the highest users of <br />groundwater. Floodwaters are the primary means of spreading the salt <br />cedar. <br /> <br />IMPROVWENTS DESIRED <br /> <br />In a public coordination meeting held at Holly during the formu- <br />lation studies conducted for the review survey on the Arkansas River <br />from John Hartin Dam to Great Bend, Kansas, local interest expressed <br />a strong and urgent need for flood control at Holly. Since the public <br />meeting local interests have continued to express their desire for <br />flood control. <br /> <br />FORMULATING A PLAN <br /> <br />TIle formulation portion of the study involves the exploration of <br />alternative measures of resolving the flood and water related problems <br />in the study area. All alternatives are screened to arrive at the <br />most suitable and feasible plant giving consideration to economic, <br />environmental and social factors. <br /> <br />FORMULATION AND EVALUATION CRITERIA <br /> <br />Formulation and evaluation of alternative plans of improvement <br />are based on technical, economic and intangible considerations. This <br />criteria permits the selection of a plan which is economically justi- <br />fiable and best responds to the problems and needs of the study area. <br /> <br />Technical Criteria <br /> <br />The following technical criteria were adopted for use in formula- <br />ting a plan: <br /> <br />a. Achieve a practical plan of improvement for the solution <br />of the present flood and water related prohlems and to satisfy the <br />foreseeable needs insofar as possible. <br /> <br />b. The plan of improvement be complementary to plans of other <br />agencies and permit future development of the natural resources if the <br />need arises. <br /> <br />c. <br />priorities <br /> <br />Planning be in compliance with existing water rights and <br />of use established by the state of Colorado. <br /> <br />7 <br />
