CHAPTER 2 - PROJECT DESCRIPTION

2-01 Authorization. The Granada, Colorado, Flood Control Project was
authorized for construction by the Chief of Engineers under provisions of
Section 205 of the 1948 Flood Control Act, Public Law 87-874, as amended.

2-02 Location. The project is located at Granada, Prowers County,
Colorado, on Wolf Creek, a right bank tributary entering the Arkansas
River at about river mile 1115.

2-03 Agreements. The following agreements were executed in connection with
this project. A copy of each agreement is contained in Appendix B.

a. Agreement between the United States of America and the Town of
Granada, Colorado, for local cooperation with the United States of America
in the Granada, Colorado, Flood Control Project, executed on 22 November
1976, as revised by First Amendment thereto dated 8 January 1979.

b. Agreement between the Atchison, Topeka and Santa Fe Railway Company
and the Town of Granada of Prowers County, Colorado, relating to construction
and maintenance of flood protection near Granada, Prowers County, Colorado,
dated June 29, 1979.

c. Agreement between the Atchison, Topeka and Santa Fe Railway Company
and the Town of Granada, Prowers County, Colorado, relating to the use of
certain Santa Fe property for construction and maintenance of a levee for
flood protection at Granada, Prowers County, Colorado, dated June 29, 1979.

2-04 Brief Description of Project. The project provides, through improve-
ment of the existing Wolf Creek channel and levee system, standard project
flood protection to the town of Granada and 15-year reoccurrence interval
flood protection to adjacent farmlands. At the north edge of town, a leveed
outfall channel conveys flood flows up to the 15-year magnitude to the
Arkansas River. The right bank levee begins west of Granada, about 1,900
feet south of the U. S. Highway 50 bridge over Wolf Creek and extends around
the west and north sides of town. At the point of beginning of the outfall
channel the right bank levee branches, one branch continues along the out-
fall channel while the other extends along the South Granada Ditch to a point
just east of the sewage treatment lagoons. At the point of take off of the
outfall channel a pipe through the levee allows low flows to continue in the ~_
South Granada Ditch. The left bank levee begins just donwstream of the ~'/
Highway 385 bridge and extends along the outfall channel. Interior drainage
runoff which collects in two ponding areas along the lands ide toe of the
right levee is conveyed into the South Granada Ditch through two gated struc-
tures. On the left bank, drainage runoff collects in V-ditches and is de-
livered into Wolf Creek via ungated structures. Drainage water in the North
Granada Ditch is diverted and conveyed to the Arkansas River in a structure
and ditch paralleling the left outfall channel levee.

-2-
