<br />PART II - OPERATION AND MAINTENANCE <br /> <br />CHAPTER 3 - GENERAL <br /> <br />3-01 Regulations. Regulations for operation and maintenance of local flood <br />protection works are published in Section 208.10, Title 33 of the Code of <br />Federal Regulations. The pertinent requirements contained in these regula- <br />tions for the operation and maintenance of the structures are presented in <br />subsequent paragraphs of this chapter and Chapter 4. Compliance with these <br />requirements is one of the conditions required of local cooperation. The <br />structures shall be continuously maintained in such a manner and operated <br />at such times and for such periods as may be necessary to obtain the maximum <br />benefits. <br /> <br />3-02 Organization. The town of Granada, Colorado, shall appoint a permanent <br />committee consisting of or headed by an official, hereinafter referred to <br />as the "superintendent", who shall be responsible for the development and <br />maintenance of, and directly in charge of, an organization responsible for <br />the efficient operation and maintenance of the project structures during <br />flood periods and for continuous inspection and maintenance of these struc- <br />tures during periods of low water, all without cost'to the United States. <br /> <br />3-03 Materials. A reserve supply of materials needed during flood emer- <br />gencies (burlap bags, sand, etc) shall be kept on hand at all times. <br /> <br />3-04 Encroachments. No encroachment or trespass which will adversely <br />affect the efficient operation and maintenance of the structures shall be <br />permitted upon the project right-of-way. <br /> <br />3-05 Improvements and Alterations. No improvement shall be passed over, <br />under or through the structures nor shall any excavation or construction be <br />permitted within the limits of the project rights-of-way, nor shall any <br />change or modification be made in any feature of the project structures <br />without prior determination by the District Engineer, Albuquerque District, <br />Corps of Engineers, or his authorized representative, that such improvement, <br />excavation, construction or alteration will not adversely affect the func- <br />tions of the project structures, Such improvements or alterations, as may <br />be found to be desired and permissible under the above determination, shall <br />be constructed in accordance with standard engineering practice. Advice <br />regarding the effect of proposed improvements or alterations on the func- <br />tioning of the project and information containing methods of construction <br />acceptable under standard engineering practice shall be obtained from the <br />District Engineer or, if otherwise obtained, shall be submitted for his <br />approval. Drawings or prints showing such improvements or alterations as <br />finally constructed shall be furnished to the District Engineer after com- <br />pletion of the work.
