It <br />supervises the preparednes,s and emergency plannIng of local governments" <br /> <br />DEPARTMENT OF LOCAL AFFAIRS (DLA) - Within the Department, the <br />Division of Local Government, the Division of Housing, and the Division of <br />Commerce and Development have programs which de"J. with dr'ainage, flood <br />control, and floodplain management. <br /> <br />4. Federal <br /> <br />FEDERAL El-ERGENCY MANAGEMENT AGENCY (FEMA) ... FEMA is the chief agency <br />involved with management of natural and technological hazards at the <br />Federal level. Some of it:s numerous programs wU,ch pertain to the <br />development of local prepaJ"edness programs ine:ll.lde: 1) mappIng flood <br />hazard a.reas assisting local entities in using these maps, 2) providing <br />assistance for evaluation of' local disaster pT'eparedness, 3) ~~oviding <br />technica.l assistance for development of floOdpli.l.i,n management practices at <br />the local level, 4) coordinating post-disaster' assistancE' aJld aid at tile <br />Feder'al level, 5) coordinating Federal dam safety programs, and 6) <br />responsibl.lity for the NatIonal Flood Inslll'ance Program. <br /> <br />U.S. ARMY CORPS OF ENGINEERS (COE) - The COE is responsIble for <br />planning and constructing projects for flood (lontrol. Included in :[ ts <br />programs are: 1) floodplain information, 2) su:noey investigations, 3) <br />small flood control projects, 4) snagging and clearing of' stream channels, <br />and 5) emergency flood response. <br /> <br />NATIONAL WEATHER SERVICE (NWS) - The NWS :la r-esponsible for issuing <br />weather and river forecasts and hazardous we at hEif' and flood warnings. It <br />also assists communi ties in establishing local. JJ.c>od warning systems. <br /> <br />U.S. SOIL CONSERVATION SERVICE (SCS) .. The SCS is involved. in wateJ" <br />and land resources planning programs including '.,at.ershed projects, flood <br />protection projects, reSOUl"ce conservation aneJ ,:Ievelopment projects, an(j <br />ri vel' ba,si.n studies. <br /> <br />U.S. GECLOGICAL SURVEY (USffi) - The USffi c:al''f'ies out an extensi ve <br />program to collect and int'3rpret information on the nation's land and <br />water' resources. It operates stream flow gagl.nr:: stations which measure <br />discharge and stream height used in comput:lng./clter supplie:, of the Unit.ed <br />States. <br /> <br />U.S. FOREST SERVICE (USFS) - The USFS is l"e:'ljlOnsible fOI" land use <br />planning and management practices for large aT'ei,IS of publically owned <br />forest land.
