<br />2. Regional <br /> <br />PIKES PEAK AREA COUNCIL OF OOVERNMENTS (PPACG) - PPACG is a regional <br />council of governments formed in 1967 to serve in the areas of regional <br />planning and intergovernmental contracting. It is a voluntary <br />organization of local gover'nments serving the regional canmuni ty of <br />counties and ci ties wi th a governing body of elected officials from <br />various participating local governments including Manitou Springs. The <br />Council has been especially active in the U.S. Army Corps of Engineer's <br />Reconaissance Study for the Upper Fountain Creek Watershed involving <br />Manitou Springs as a liaison between the many governmental agencies. <br /> <br />REGIONAL BUILDING DEPARI'MENT - The Regional Building Department serves <br />the Pikes Peak region by establishing building codes and regulations and <br />by conducting building inspections. There has been discussion regarding <br />the establishment of a position of FloOdplain Administrator for the region <br />who would oversee construction activities within the floodplain. <br /> <br />URBAN DRAINAGE AND FLOOD CONTRCL DISTRICT (UDFCD) - The origins of the <br />Urban Drainage and Flood Control District can be traced to the devastating <br />flood along the South Platte River in June, 1965. This flood demonstrated <br />that floodwaters do not respect development in the floodplain and <br />disregard jurisdictional boundaries. Denver area engineers working for <br />the various municipali ties initiated an ad hoc group advocating regional <br />solutions to drainage problems and enlisted the support of an influential <br />state senator. Through their efforts, legislation was signed in 1969 <br />creating the Urban Drainage and Flood Control District (UDFCD). <br /> <br />The first activity of the district was to inventory drainage basins, <br />determine the extent of problems and develop a plan to attack those <br />prOblems. The original 1/10 mill levy was expanded to 5/10 mill in 1974 <br />and again expanded to 9/10 mill during 1979. <br /> <br />Other acti vi ties carried out by the district include a master planning <br />program designed to develop flood control, design and construction, <br />floodplain management program, and maintenance and preservation of all <br />floodplains and floodways. <br /> <br />The district extends frOOl north of Boulder to just south of the <br />Douglas County line and from Golden on the west to east of Aurora. It is <br />included in this discussion as a model for the Manitou Springs/Colorado <br />Springs Area. See Recommenclations Section for addi tional information. <br /> <br />3. State <br /> <br />COLORADO WATER CONSERVATION BOARD (CWCB) - The C\oK:B is principally <br />responsible for the following programs: 1) floodplain management <br />services, 2) identifying flood hazard areas, 3) planning of flood control <br />and drainage projects, and 4) hydrologic and hydraulic investigations. <br /> <br />DIVISION OF WATER RESOURCES (STATE ENGINEER) - The State Engineer is <br />responsible for the administration of all waters within the state. The <br />Engineer's office administer's the dam safety program, operates and <br />maintains state stream gages, and maps the dam failure flood zone. <br /> <br />-48- <br />
