<br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Colorado Flood Hazard Mitigation Plan -1999 <br /> <br /> <br />6,1 Implementation and <br />Monitoring <br /> <br />Successful implementation of Colorado's Flood Hazard <br />Mitigation Plan is the next step in the plan process, <br />Both state and local involvement oontinue to be the <br />foundation during the implementation and monaoring <br />phases, The local emergency management offices, the <br />State Hazard Mitigation Team (SHMT), and other state <br />level agencies will also play key roles in effective <br />implementation and monnoring, <br /> <br />6,1,1 Governor's Office <br />The Governor's Office or the Governo(s Authorized <br />Representative (GAR) in coordination with OEM, DNR, <br />SHMT, CNHMC, ewcs, and other responsible state <br />agencies, will initiate a memoranda of agreement with <br />designated state agencies identified in the <br />recommendation section of this plan to accomplish <br />mitigation inmitiatives in Colorado, <br /> <br />6.1.2 Role of Office of Emergency <br />Management (OEM) and Colorado <br />Water Conservation Board (CWCB) <br />The Colorado Office of Emergency Management <br />(OEM) and the Colorado Water Conservation Board <br />(CWCS) will be responsible for coordinating the <br />implementation and monitoring activaies developed <br />through the planning process and detailed in this plan <br />document They will involve the SHMT, other state <br />agencies, county emergency management <br />coordinators (EMCs), and other state and local level <br />organizations. OEM and ewcs will work closely with <br />the Colorado Natural Hazards Mitigation Council to get <br />feedback and assistance in monitoring the progress <br />during this phase. <br /> <br />For More 1DI0rmallOD <br /> <br />Appendix A - Includes definitions, acronyms, <br />and references used in the <br />preparation of this plan, <br />Appendix 8 - Includes information on financial <br />assistance programs, <br />Appendix C - Includes tips to minimize loss of <br />life & property in the event of a <br />flood, <br /> <br />Appendix D - Includes mitigation strategies and <br />measures. <br />Appendix E - Includes mitigation planning <br />examples. <br /> <br />In addition to the coordinator role, OEM and ewcs will <br />develop and conduct education and outreach activities <br />to introduce the plan to Coloradans, Aclivaies will be <br />targeted to specialized audiences: local level officials, <br />state agencies, and poIicymakers, These audiences <br />have been a part of the plan development and they will <br />continue their participation through expanded <br />awareness of their stake in as successful <br />implementation, The purpose of this outreach is not to <br /> <br />State Hazard MItigation 8Ulcer <br />ISHMOJ Duties/Activities <br />In Hazard MItigation <br /> <br />. Activates the State Hazard Maigation Team <br />(SHMT) and serves as as chair. <br /> <br />. Coordinates with ewes to implement <br />mitigation recommendations as determined in <br />this plan, <br /> <br />. Develops a report concerning the progress of <br />state agencies. <br /> <br />. Develops training materials about mitigation, <br /> <br />Figure 6.1 <br /> <br />provide technical assistance, but rather to build a <br />widespread understanding of the plan and the <br />importance of mitigation, <br /> <br />The OEM State Hazard Mitigation Officer (SHMO) Will <br />conduct coordination aclivaies which will resun in the <br />implemention of this plan, <br /> <br />6.1.3 Role of Colorado Natural Hazards <br />Mitigation Council (CNHMC) <br />The council is described in detail in Chapter 3 section <br />3,2,1.7, The State Hazard Mitigation Team (SHMT) is a <br />subgroup of the Colorado Natural Hazards Mitigation <br />Council, The SHMT is afforded a great opportunay to <br />identify and mitigate hazards prior, during, and after <br />major disasters, State, federal, and local governments, <br />as well as the private and academic sectors, are <br />working together as a dynamic coalition to address <br />these significant issues in a systematic and timely <br />fashion.
