Lochhead <br />Executive Director, DNR <br /> <br />D<lriesC Lile, PE. <br />Director, CWCB <br /> <br />Dear Mr. Ellison, <br /> <br />The Colorado Water Conservation Board (CWCB) has completed its flood reconnaissance <br />investigation for the Lower Elk River in Routt County, Colorado. The Board's investigation was <br />conducted in response to requests from representatives of Routt County. The investigation <br />focuses on the determination of the June 2-3, 1997 flood event parameters and characteristics, <br />and short and long term flood mitigation measures. <br /> <br />The investigation was initiated by a field inspection and tour which was conducted on October I, <br />1997. The inspection was attended by representatives from Routt County government, CDOT, <br />landowners, Colorado Division of Local Government, CWCB, and Representative Jack Taylor. <br />During the inspection, the landowners had the opportunity to present the flood issues and <br />concerns that they experienced during the June 2,3, 1997 flood event. It was the general feeling <br />of the inspection team that a serious flooding situation exists at a number of locations and that <br />flood mitigation measures are needed. <br /> <br />The Board's report addresses short term "emergency measures" and long term "permanent <br />measures". The "emergency measures" can best be implemented with local resources in <br />cooperation with CDOT. The development of long term measures can be best formulated by the <br />performance of a watershed study with a focus on certain flood-related issues within the study <br />areas. The Board's findings and recommendations are presented in the enclosed report entitled <br />"Lower Elk River, Routt County, Colorado Field Inspection Report" dated November 1997. <br /> <br />Should you have questions or desire the Board's staff to present its findings at a meeting, I will <br />be happy to respond. <br /> <br /> <br />cc.
