The Board's investigation was
conducted in response to requests from representatives of Routt County. The investigation
focuses on the determination of the June 2-3, 1997 flood event parameters and characteristics,
and short and long term flood mitigation measures.

The investigation was initiated by a field inspection and tour which was conducted on October 1,
1997. The inspection was attended by representatives from Routt County government, COOT,
landowners, Colorado Division of Local Government, CWCB, and Representative Jack Taylor.
During the inspection, the landowners had the opportunity to present the flood issues and
concerns that they experienced during the June 2,3, 1997 flood event. It was the general feeling
of the inspection team that a serious flooding situation exists at a number of locations and that
flood mitigation measures are needed.

The Board's report addresses short term "emergency measures" and long term "permanent
measures". The "emergency measures" can best be implemented with local resources in
cooperation with COOT. The development of long term measures can be best formulated by the
performance of a watershed study with a focus on certain flood-related issues within the study
areas. The Board's findings and recommendations are presented in the enclosed report entitled
"Lower Elk River, Routt County, Colorado Field Inspection Report" dated November 1997.

Should you have questions or desire the Board's staff to present its findings at a meeting, I will
be happy to respond.

cc.
