Introduction:

Enactment of P.L. 93-234, the Flood Disaster Protection Act

of 1973 has provided an excellent first step in implementing sensible

flood plain management of the Nation's streams, rivers, and coasts.

Both Congress and the administration should be commended for taking

this action.

Issues:

Under this Act, however, identification and mapping of Special

Flood Hazard Areas by HUD has been hast~ly and inaccurately

instituted, resulting in significant hardships being imposed upon

State and local governments attempting to comply with the provisions

of the Act; and, thereby, jeopardizing the National Flood Insurance

Program.
