WHEREAS, the Soil Conservation Service, U. S. Department
of Agriculture, has completed Flood Hazard Analyses on Sand Creek,
City of Colorado'Sp:dngs andEl 'PaSO ,County, ,Colorado" dated 'July
1973: and

WHEREAS, said Flood PlaiP Information Report outlines and
describes the flood water runoff c~annels within the above described
areas; ana

WHEREAS, Article 149-1-1l(4) , Colorado Revised Statutes
1963, requires that the Colorado Water Conservation Board designate
and approve storm or flood water runoff channels and to make such
designations available to legislat~ve bodies of local jurisdictions;
and

WHEREAS, Article 139-60-~, Colorado Revised Statutes 1963,
provides that such cities, towns, incorporated areas and local
jurisdictions may provide zoning r~gu1ations for any storm or flood
water runoff channel only after de~ignation and approval by the
Colorado Water Conservation Board: and

WHEREAS, the County of E~ Paso and the City of Colorado
Springs have requested the ColoradO Water Conservation Board to
designate and approve the flood ha~ard areas as set forth in the
aforesaid Soil Conservation Servic~ Flood Hazard Analyses; and

WHEREAS, the staff of the Board has reviewed said Flood
Plain Information Report and does ~ereby recommend to the Colorado
Water Conservation Board that said Board designate and approve as
flood hazard areas those areas set forth in the report as being
subject to a 100 year flood;

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Con-
servation Board in regular meeting assembled in Denver, Colorado,
this 31st day of October, 1973, that it does hereby des~gnate and
