In addition to budgetary limita- <br />tions, there are certain "state of the art" limitations, which will pre- <br />clude absolute answers. For exronple, a range of rUnoff coefficients <br />will be studied with the most likely recommended, but historic date. is <br />insufficient to dire~tly determine absolute values. <br /> <br />The sequence of activities to get the stud.v underway is for you to review <br />the plan of study anq to provide written support.
