Saline <br /> <br /> <br />semi-permanent wetlands are characterized by a <br /> <br /> <br />predominance of alkali bulrush and scattered open water <br /> <br /> <br />areas. This classification is the uniform <br /> <br /> <br />classification adopted by the state engineer and the <br /> <br /> <br />game and fish commissioner for "semi-permanent <br /> <br /> <br />wetlands." <br /> <br />12. <br /> <br />"Supplemental <br />evidence not <br /> <br />hearing" means a hearing held to review <br />contained in the record of the state <br /> <br />engineer's hearing. <br /> <br />-3- <br />
