FLOODPLAIN DESIGNATION PlAN

GOAL: Develop a plan that willI) utilize existing staff to the fullest extend possible,
2) develop mechanisms which will assist staff by reducing Section's man-hours necessary to
complete this task, and 3) assure that the CWCB designations are in compliance with the
CWCB's "Rules and Regulations for the Floodplains".

OBJECTIVES:

Have a systematic procedure for reviewing existing backlog of floodplain reports while
at the same time reviewing new incoming reports;

Use a priority system which will assure that all Colorado communities are given proper
consideration; .

Provide Colorado communities with floodplain information that is technically adequate
and reasonable for basin conditions; and

Incorporate the newly designated floodplain information into the CWCB's Floodplain
Information Data Base System.

PLAN FORMULATION

Fortunately, "the move", the preparation of a floodplain information data base system,
and this designation plan have been complimentary tasks. 'The move", which has been
systematically completed, will be presented to the board in a separate communication. The
Section Staff will also present an outline for the floodplain information data base system
which can be integrated into the "water database information system "that the CWCB has
been mandated to undertake.

Much thought and discussion was given to the formulation of a "Designation Plan" for
handling the board's backlog of floodplain information. Following the completion of the
backlog inventory, it was determined that there are 175 reports that will require a technical
review by the section's staff or a consultant. As would be anticipated, the report reviews will
require a substantial amount of time. In fact, the amount of review time is what caused this
backlog.

.

1
