Provide, without cost to the United States, all lands, <br />easements, and rights-of-way necessary for construction of the <br />project, including easements required for flood-zoning purposes in <br />the ponding areas; <br /> <br />b. Hold and save the United States free from damages due <br />to the construction works; <br /> <br />c. At least ann~1l1 inform individuals concerned aQout <br />the residual flood problem involved owing to temporary ponding; <br /> <br />d. Prevent encroachnlent on the river channel, Which would <br />reduce the design flow capacity through the leveed section and on <br />the ponding areas and interior drains; and, if ponding area capacity <br />is impaired, prov:i.de substitute storage capacity or equivalent <br />pumping capacity promptly without cost to the United States; <br /> <br />e. Make any alterations to existing improvements, other <br />than railroad bridges and approaches in connection therewith, which <br />may be required because of the project; 'and <br /> <br />f. Maintain and operate the works after completion, <br />including the overbank clearing under and between the new highway <br />bridge and the existing railroad bridge, in accordance with regu- <br />lations vrescribedby the Secretary of the Army. <br /> <br />The Board further recommends that: <br /> <br />Construction begin concurrent with or subsequent to <br />replacement of the United States Highway No. 50 bridge <br />across the Arkansas River; and <br />
