<br />. <br />, <br /> <br />\ <br /> <br />. <br /> <br />. <br /> <br />ENGER <br />SUBJECT: <br /> <br />Arkansas River and Tributaries, Las Animas, Colorado, <br />and Vicinity <br /> <br />consisting of outlet structures, a ditch, and ponding areas; a sewage <br />pumping plant; and intake structures for irrigation canals. The work <br />would require the alteration of one highway bridge and one railroad <br />bridge. The Colorado Department of Highways considers the highway <br />bridge to be obsolete from the traffic standpoint and plans to replace <br />it in the near future. Since the bridge is to be replaced for reasons <br />other than to meet requirements for flood protection, the cost is not <br />included in the estimate of project costs. Local interests have <br />furnished written approval of the plan of improvement and state that <br />they will furnish the required local cooperation. The District Engi- <br />neer also determined that an ezcellent fishing lake could be created <br />by borrowing a portion of the levee fill material from the planned <br />public park area, and local interests have expressed their willingness <br />to bear the cost of excavating the fishing lake in excess of the cost <br />of borrow material from the least costly alternative source. <br /> <br />9. Economic evaluation.--Using January 1963 prices, the District <br />Engineer estimates the first cost of the proposed improvement at <br />$1,725,000, not including $54,000 for preauthorization studies, of <br />which $1,541,000 would be Federal and $184,000 would be non-Federal <br />for lands, easements, rights-of-way, and relocations. The annual <br />charges are estimated at $59,000 including $4,400 for non-Federal <br />operation and maintenance. He finds that prospective annual benefits <br />estimated at $74,400 for flood damage prevention and increased land <br />utilization justify the proposed work. The benefit-cost ratio is 1.3 <br />based on a 100-year period of analysis. The District Engineer recom- <br />mends improvement for flood control in accordance with his plan, <br />subject to certain local cooperation. Public notice.--The Division Engineer issued a public notice <br />informing interested parties of his recommendations and giving them <br />an opportunity to furnish additional information to the Board. <br />Careful consideration has been given to the communications received. <br /> <br />Views and Recommendations of the Board of Engineers for Rivers and Harbors. <br /> <br />11. ~.--The Board of Engineers for Rivers and Harbors <br />concurs in general in the views and recommendations of the reporting <br />officers. The work proposed is needed and economically feasible, <br />and the requirements of local cooperation are appropriate. <br /> <br />12. Recommendations.--Accordingly, the Board recommends improve- <br />ment of the Arkansas River at Las Animas, Colorado, for local flood <br />control by provision of levees and appurtenant works, at an estimated <br />cost to the United States of $1,541,000 for construction; generally in <br /> <br />4 <br /> <br />
