ENGER SUBJECT: Arkansas River and Tributaries, Las Animas, Colorado, and Vicinity consisting of outlet structures, a ditch, and ponding areas; a sewage pumping plant; and intake structures for irrigation canals. The work would require the alteration of one highway bridge and one railroad bridge. The Colorado Department of Highways considers the highway bridge to be obsolete from the traffic standpoint and plans to replace it in the near future. Since the bridge is to be replaced for reasons other than to meet requirements for flood protection, the cost is not included in the estimate of project costs. Local interests have furnished written approval of the plan of improvement and state that they will furnish the required local cooperation. The District Engi- neer also determined that an ezcellent fishing lake could be created by borrowing a portion of the levee fill material from the planned public park area, and local interests have expressed their willingness to bear the cost of excavating the fishing lake in excess of the cost of borrow material from the least costly alternative source. 9. Economic evaluation.--Using January 1963 prices, the District Engineer estimates the first cost of the proposed improvement at $1,725,000, not including $54,000 for preauthorization studies, of which $1,541,000 would be Federal and $184,000 would be non-Federal for lands, easements, rights-of-way, and relocations. The annual charges are estimated at $59,000 including $4,400 for non-Federal operation and maintenance. He finds that prospective annual benefits estimated at $74,400 for flood damage prevention and increased land utilization justify the proposed work. The benefit-cost ratio is 1.3 based on a 100-year period of analysis. The District Engineer recom- mends improvement for flood control in accordance with his plan, subject to certain local cooperation. The Division Engineer concurs. . ~",.. 10. Public notice.--The Division Engineer issued a public notice informing interested parties of his recommendations and giving them an opportunity to furnish additional information to the Board. Careful consideration has been given to the communications received. Views and Recommendations of the Board of Engineers for Rivers and Harbors. 11. ~.--The Board of Engineers for Rivers and Harbors concurs in general in the views and recommendations of the reporting officers. The work proposed is needed and economically feasible, and the requirements of local cooperation are appropriate. 12.
