Barrier'Dam is a <br />concrete gravity and earthfi I I retarding structure across the Arkansas <br />River about 6 mi les above Pueblo~ The dam, with a reservoir storage <br />capacity of 20,500 acr'e~feet at spi Ilway crest, was designed to regulate <br />major floods to the capacity of the floodway through Pueblo. The struc- <br />ture also has a regulating effect on downstream flows. It is estimated <br />that if the dam had bee n In p I ace pr I or ,to the 1921 flood, the flood <br />peak at l.as Animas would have been redu~ed from 187,000 c.f.s. to <br />140,000 c. f.s. <br /> <br />32. Loca I flood protect I on works of sma II er scope have been con- <br />structed by local interests on Fountain' Creek at Colorado Springs and <br />Wild Horse Creek at Holly. These improvements consist of diversions, <br />floodways, channel improvement, and levees. <br /> <br />33. AUTHORIZED WATER RESOURCES DSVELOPMENT.- The Flood Control <br />Act of 1958 authorized the Corps of EnSlneers to construct and operate <br />the multiple-purpose Trinidad Dam and ~eservoir Project on the Purga- <br />toire River about 4 miles upstream from the city of Trinidad, The <br />purposes of the project are to provideia high degree of flood protection <br />from the Purgatoire River to Trinidad and the agricultural areas lOcated <br />above and below the city, a more dependable water supply for the Irrl-,' <br />gated lands below the city, and recreational opportunities. <br /> <br />34. The total storage capacity of the reservoir will be 114,500 <br />,acre-feet, of which 59,000 Is allocate,d to irrigation and sediment <br />reserve, 51,000 to flood control, and 4,500 acre-feet for a permanent <br />fishery pool. If the project had bee~ in operation during the flood <br />which occurred on the Purgatoire Riven in May 1955, over 90 percent of <br />the damages of $1,885,000 would have been prevented. By more effective <br />regulation and conservation of irrigation water, it is estimated that <br />the water supply for this purpose wi I I be improved from the present <br />average of 155 percent to an average of 84 percent of the fu II wate,r <br />supply. Although the dam wi I I practi~al Iy el iminate flOOding on the <br />Purgatoire through Trinidad and the highly developed agricultural area <br />below the city, the project wi I I not have an important effect on flood <br />peaks at the mouth of the Purgatoire River just below Las Animas. Con- ,/ <br />structlon is scheduled to begin in 1964. ' <br /> <br />35. Pursuant to Publ ic Law 590, 87th Congress, the Fryingpan- <br />Arkansas Project was author I zed for construct I on, operat i on, and <br />maintenance by the Bureau of Reclamation. The project plan consists <br />of a system of canals, tunnels, and reservoirs for transmountain,di- <br />version of water from the Colorado R(ver Basin eastward through the <br />Cont i nenta I 0 i v i de I nto the headwater's of the Arkansas River Bas In. <br />This multiple-purpose projectwil I p~ovide supplemental water for <br />irrigation, municipal and industrlaliuses, power ganeration, flood <br />and sed i ment contro I, and recreat i'on '.
