I

I
I

Section 6

Communitv Outreach and Communication

I
I

Communication and community outreach are the most important aspects of planning flood mitigation
projects. Effective communication enhances county, state, and federal acceptance of projects as well as
creates local awareness of flood mitigation efforts. All practical means will be utilized to disseminate
project information in order to develop countywide awareness.

I

In developing the most comprehensive plan possible it is of highest priority to contact all stakeholders
and organizations, which have specific interests in the project area, Notices of all major projects will be
announced in the local newspaper and by radio broadcast. When feasible, public meetings will be held to
ioform local citizens of projects that may take place in vicinity of their homes. There are multiple
agencies that may have particular interests in the impact of a certain project (ie. Colorado Division of
Wildlife, Colorado Historical Society) it is imperative that these agencies be included in the planning
process or at minimum given ample time to comment on plans. The following is a list of agencies or
individuals that may be contacted for review and comments of proposed flood mitigation projects. This
list may not be conclusive and dependent upon the scope of work for a particular project other
organizations may be requested to review project plans for comments.

I

I
I

I
I

. Arkansas River Conservancy District

I

Prior to county adoption, the Lower Arkansas River Watershed and Flood Mitigation Plan will be
reviewed by the Arkansas River Steering Committee for approval. Upon approval by the steering
committee, the plan will be presented to the Bent County Board of Commissioners for public comment.
The public hearing will be announced by public notice a minimum of fifteen (15) days prior to the
meeting. A copy of the plan will be available at the Bent County Land Use office for review. At the
public hearing individuals or groups will be given the opportunity to comment on the plan. After
considering public comment the Bent County Board of Commissioners may chose to adopt the plan.

I

I

I
I
I
I
I

OPAGE 090
